Now I’m not saying that technology is a bad thing, lord knows I ‘m thankful and far better off for all the wonderful tools that I use to build this business. What I’m saying is that we need to use these tools, but never leave behind the most powerful tool we have…our heart. It goes back to the old saying “People don’t care how much you know, until they know how much you care”. Two senior judges and six case managers have been added to tackle Palm Beach County’s foreclosure backlog, with salaries paid for by $640,000 from state coffers.

The new 15th Judicial Circuit employees, including four clerical assistants, last week began to whittle down the estimated logjam of 52,000 foreclosures in county courts.

The money to hire the additional workforce is part of a onetime statewide court allotment of $6 million. The Palm Beach County Clerk and Comptroller’s Office received $403,000 out of a $3.6 million statewide allowance to handle the foreclosure paperwork overload.

Palm Beach County Clerk Sharon Bock expects to hire about 15 temporary employees with the county’s share of money.

Before last week, the county had just one full-time foreclosure judge.

“Hopefully we’ll be able to make some progress on the backlog,” said Peter Blanc, chief judge of the 15th circuit. “We’re in new territory and trying to figure out how it will all play out.”

The 19th Circuit Court, which includes Martin and St. Lucie counties, received $212,729 to hire senior judges, case managers and administrative assistants.

Judges are paid $350 a day, a fee set by the state.

Blanc said it is important to clear the foreclosure cases so that vacant and dilapidated homes can go back on the market, presumably increasing neighborhood property values. The two senior judges joining foreclosure division Judge Meenu Sasser are Howard Harrison and Roger Colton.

Blanc estimated the number of foreclosure summary judgments heard in the county each week will increase initially from 1,000 to 2,000.

Requests for summary judgments are made in lieu of a full trial request. They are often filed by lenders who believe they have evidence showing there should be no issues in dispute, such as affidavits on how much is owed on the home and the number of missed payments.

Earlier this year, Blanc said there were 5,000 summary judgment requests that could not get calendar dates. He hopes to have all of those taken care of by late August.

Homeowner advocates fear the courts may be in too much of a rush to clear the cases, possibly overlooking details such as proof that the lender holds the mortgage note.

“It seems like the goal of the judicial system is to process these cases as fast as possible,” said Lisa Epstein, a West Palm Beach homeowner who is fighting a foreclosure and runs a website, foreclosurehamlet.org. “Doing a rush job at this point is benefiting one party and one party only, and that’s the foreclosure entities.”

AUSTIN, Texas — Fitch Ratings takes the following rating actions on Corpus Christi
Business and Job Development Corporation (the corporation), Texas’ sales
tax bonds as part of its continuous surveillance effort:

–Approximately $15.3 million sales tax revenue bonds (baseball stadium
project), series 2004 affirmed at ‘AA’;

–Approximately $40.8 million sales tax revenue refunding and
improvement bonds (arena project), series 2002 affirmed at ‘AA-’; and

–Approximately $36.2 million sales tax revenue bonds (seawall project),
series 2001 affirmed at ‘AA-’.

The Rating Outlook is Stable.

RATING RATIONALE:

–Debt service coverage remains consistent, although sales tax
collections are projected to fall below budgeted amounts for fiscal
2010, with only a modest increase anticipated for fiscal 2011.

–The maintenance of sizable reserves in each of the sales tax funds
provides a cushion against the periodic slowdown in sales tax
collections and enables the corporation to call bonds early, if desired.

–Financial oversight by Corpus Christi (the city) is strong.

–No further leverage of any of the dedicated sales taxes is planned.

–The city serves as a regional employment center, and while not immune
from the effects of the economic downturn, unemployment rates have
consistently been below state and national averages.

KEY RATING DRIVER:

The maintenance of solid debt service coverage levels and absence of
additional borrowing plans remain important credit considerations.

SECURITY:

The bonds are secured by a first lien on separate dedicated 1/8 of 1%
sales tax levies as well as separate debt service reserve funds. The
higher rating for the baseball stadium sales tax bonds reflects the
stronger debt service coverage and shorter maturity schedule.

CREDIT SUMMARY:

In two separate votes, city residents approved three individual
dedicated sales tax levies, equal to 1/8 of 1% each, for tourism
projects: a 10,000 seat arena adjacent to the city’s existing downtown
convention center, seawall improvements along the city’s bay front, and
a 5,000 seat minor league baseball stadium. The arena serves as a home
venue for several sporting teams and the men’s and women’s basketball
teams of Texas A&M University – Corpus Christi, and is also a venue for
concerts and convention center related events. The stadium has been
leased to Round Rock Baseball Inc., owners of the Corpus Christi Hooks,
an ‘AA’ franchise of the Houston Astros. Under the terms of the 15-year
lease, the company serves as the exclusive manager and operator of the
stadium and is responsible for the operations and maintenance of the
facility. The arena and seawall taxes were approved in 2000 to be levied
for 25 years, and the stadium tax was approved in 2002 for 15 years.

Debt service coverage levels for the arena and seawall bonds are about
1.6 times (x) to 1.7x for each, based on audited fiscal 2009 sales tax
revenues. Both series are characterized by level debt service schedules.
The baseball stadium sales tax bonds enjoy higher coverage levels, equal
to approximately 2.4x based on fiscal 2009 sales tax collections. All
three taxes are applied to the same transactions as the city’s general
purpose sales tax. Historical performance has generally been steady,
with sales taxes increasing on average 5.4% annually from fiscal
2004-2009. However, growth slowed considerably in fiscal 2009 to a
modest 0.2% from the prior year’s total. Further, the extension of the
economic slowdown is projected to result in an 8.4% decline for fiscal
2010. Officials report that recent monthly collections appear to have
stabilized, and modest growth is incorporated in the fiscal 2011
proposed budget. Even at reduced levels, sales tax debt service coverage
is projected to remain fairly consistent with past performance.
Furthermore, financial flexibility is maintained through the
availability of sizable reserves in each of the sales tax funds.

All three indentures share similar legal requirements, including a
standard debt service reserve fund and an additional bonds test of 1.25x
maximum annual debt service, although no additional leveraging is
anticipated for any of the taxes. All three indentures allow the use of
sales tax revenues for related construction projects not financed with
bond proceeds. In addition, the flow of funds for the baseball stadium
sales tax bonds provides for the use of up to $500,000 annually for
affordable housing purposes but only after payment of debt service and
construction fund requirements have been met.

With an estimated 2010 population nearing 300,000, Corpus Christi is the
eighth largest city in Texas and serves as the regional economic center
for a 12-county area. The economy consists primarily of petrochemicals,
shipping, tourism, agriculture, higher education, and military. The Port
of Corpus Christi (the port) ranks as the sixth largest in the nation
based on tonnage and 44th in the world. The planned $250 million La
Quinta Trade Gateway project includes a mixed-use container terminal
that is expected to diversify the port’s cargo, currently dominated by
petrochemical shipments

The new buyer of the former Intel building says prospects for the 1.4 million-square-foot facility are strong – and he expects to have it 70 percent leased within three years.

Known as the company’s “Houdini deal maker,” Bruce Haas says the commercial real estate market is alive and well. The senior vice president for Industrial Realty Group was in town Wednesday to discuss possibilities for the building, which they purchased last fall for $15.1 million.

Properties are available at bargain – sometimes pro bono – prices from companies like Delphi, Ford Motor Co., Goodrich and General Motors, he told the Realtor Commercial Industrial Society members at a luncheon on the Intel campus.

IRG is a Los Angeles-based company that has been around for more than 30 years and specializes in adaptive reuse and historic preservation. Currently, the company owns more than 70 million square feet of commercial property scattered throughout the country.

“If we were a publicly owned company, we would be among the Wall Street Journal’s top 10 REIT (real estate investment trusts),” Haas said, adding that company president Stuart Lichter was on a four- property buying trip this week.

“It’s a great market out there for investors like IRG that specialize in redevelopment and historic preservation. And we often take on properties others won’t consider; some have serious contamination issues like a Ford plant in Saginaw, Mich., or a superfund site like the former McClellan Air Force Base on 3,000 acres with 1 million square feet of historic buildings that we bought in 2000.

“Our projections were that we’d have it 50 percent leased in 10 years, but today we’re 70 percent leased and have brought 10,000 new jobs to the area. Here in Colorado Springs, we expect to have Corporate Ridge (the site’s new name is actually Corporate Ridge Office and Technology Center), 60- to 70-percent leased within three years,” he said.

His comments followed an introduction by Grubb & Ellis Quantum Commercial Group listing broker Michael Palmer who outlined how approximately 1.3 million square feet in four buildings would be marketed. One of the largest single buildings, the 710,000-square- foot former Fab plant, offers three 220,000-plus square-foot floor plates, would most likely be used by an energy or technology manufacturer, but not another chip maker.

Corporate Ridge has already attracted brisk interest from multiple prospective users, Palmer said, adding that the owner expects to announce a new tenant this spring that will create 250 new jobs immediately, with another 200-plus to follow.

“Not only are the campus’ four buildings attractive to a variety of prospects, but the amenities this complex have to offer are tremendous,” Palmer said, emphasizing the importance of an on-site cafeteria, adjacent covered and surface parking, a central utility building – which is attractive to high volume data center and technical users – as well as the facility’s “plug-and-play” convenience for administrative and back office tenants.

And IRG has wasted no time in getting word out to prospective tenants, both national and local.

“We anticipate that a good portion of our tenants will come from local companies who already have a presence here, but just want to expand or add a new division,” Haas said

SAN FRANCISCO — The California Department of Industrial Relations, Division of Apprenticeship Standards (DIR/DAS), which oversees apprentices in public works projects, has issued an order prohibiting Christopher J. Augusto Plumbing Company of Marin County from bidding on or receiving any public works contracts for three years.

A DAS investigation of complaints filed by Plumbers & Steamfitters, Local Union 159, found that on three projects, Augusto had failed to comply with the requirements for contractors on public works jobs to secure training opportunities for apprentices: Greenbrook Elementary School Expansion (San Ramon Unified School District), Mondavi Farm Labor Camp Remodel (Napa Valley Housing Authority), and the Hills Fire Station project (City of Berkeley). Augusto had claimed membership in an approved apprenticeship program, but the investigation found it was terminated for failure to pay benefit and training funds.

“We have zero tolerance for any type of unlawful activity such as that demonstrated by this contractor or any other on public works projects,” said DIR Director John Duncan. “We will continue to vigorously pursue complaints to ensure that California apprentices receive the training on public works projects that is critical to meeting California’s future workforce needs.”

The prohibition against Augusto, known as a debarment, took effect on November 6, 2007

Malia who lives at Plymstock with her parents and has not yet started school, achieved her precocious feat having been taught by swimming teacher Paul Davies at Fort Stamford. One of Mr Davies’ former and most famous students is none other than Plymouth’s Olympic diving star Tom Daley — and guess what? Tom only happens to be Malia’s cousin.

Malia’s mum, Maria Daykin, is naturally proud of her daughter and also praised Mr Davies whom, she called ‘exceptional’.
